Oh absolutely, but that's not limited to Houston either.

Every team in the league is doing something to improve the grip on the ball in some capacity.

Houston is just either taking it to a whole new level (doubtful) or is just really fucking good.

Houston Astros are the Golden State Warriors of the MLB. Period
 
There is no GSW in the MLB. Maybe once the Yankees start inking big name stars to add to their core, but even then there's still so much more parity than the NBA
