I despise most ideas to alter the lotto. As is, the worst team only has a 25% chance of getting the best player. That's plenty of a manipulation on the odds. And can you imagine telling the Cavs that they can't have another top 5 pick because we got Bennett?
The problem is entirely the money. It costs the league and, by extension, other teams when you are tanking. Because being so bad hurts other teams at the gate, TV ratings (read: TV revenues), etc. So create a financial penalty to combat continued poor results. So the second time in a 3 year span you get a top 3/5 pick you give up XX% of your revenue sharing check. The 3rd time in a 4 year span take XX%, etc. So it becomes like the luxury tax on bad teams soaking up the best resources.
