How did The Bucks sign Simmons? (Involves the cavs as well)

How did the bucks sign simmons? They are over the cap even if it's at 50 million right now and still have 2 free agents to sign of their own. It doesn't make sense....Is there something in the new cba to allow this to happen? If so then i think cleveland should do the same with Z. Sign who ever we want then sign Z. Z souldn't be the first to be sign if it's leagal what the bucks did..which i'm baffeled about and so is many bucks fans.

The Bucks were wayyyy below the cap.

They traded every player possible to clear cap space.

And put it like this, you are allowed to go over to sign your own players and seeing how you cant sign a player til the 22, they can just sign Simmons first, then go over the cap, (if they are or will be, Im not sure) and sign Redd. Bird rights.
