I work in healthcare and when I do orientation for new employees I always tell them if they witness abuse or neglect and don't report it, they are just as guilty as the person committing the abuse.
About a month ago I saw a nursing assistant throw a cup of water at an Alzheimer's patient who was acting out. I immediately went to the Administrator and reported the abuse. The aide was terminated that day. You don't screw around when there is abuse of any kind.
While I think Paterno probably did what he thought was right at the time, he did the very bare minimum and then continued to see the offender with little boys and did nothing. He may have been a great coach, but he failed those children.
