Registration disabled by admins

I have a friend who has been trying to sign up for about a week now. He keeps going to the registration page and all he's sees is a message saying this

Sorry, registration has been disabled by the administrator.

I just went and tried to sign up for him and I got the same message

Disabled for a reason. We've been getting spam attacked. If someone wants to register I'll register them. Just tell them to send me their contact details via the contact form.
