Good question. An expansion team will be much different from OKC. They won't be pre equipped with a superstar like Durant like OKC was, and they will probably have to deal with some hard years, which OKC has never had to deal with yet. Harder to build a small market fan base that way.

Re: Kings Staying Put (was Sonics coming back)
Regardless of who ended up with the team, the Maloofs selling is good for the Kings and good for the Cavs. The Maloofs had lost some of their wealth and lost some of their passion and compass for building a strong team to rival what they had in the early 2000's. The new Kings ownership group is impressive and has a rabid fanbase that just went to bat for them. They will spend and construct a team that can compete sooner than later. As the protections dip on that Kings pick down to only top10 protected by 2015, I'd look for an outside chance of the Cavs getting the Kings pick at 13-16 in the 2014 draft(that would be huge) but more likely getting a pick in the 11-16 range in 2015 or 2016. Picks like that will be huge as we'll be able to add a low lottery pick in years that we'll already(fingers crossed) be ascending towards upper echelon in the Eastern Conference.
Regardless of how long we wait, this deal and new ownership definitely raises the chances that we get that Kings pick sooner than later. My guess is 2015

Re: Kings Staying Put (was Sonics coming back)
I grew up in Sacramento and have followed this long, drawn out story since 2006. The Maloofs were doing to the Kings' fans what Art Modell did to the Browns' fans, so I am thankful that the team is staying put.
Here is a good piece from about a month ago regarding the Maloofs and why they are legendary fuckups in the city of Sacramento -

I'm guessing the Kings will now "coincidentally" win the Draft Lottery (as Stern's "thank you" to the new ownership group for stepping up to the plate to keep the team in Sacramento).

I always liked how the Magic won a 1 in 66 chance for Webber the next year after winning for Shaq.
I think the odds of the Kings winning this lottery are far superior to their 6% actual chance of winning.

Three Sacramento residents filed a lawsuit in Sacramento Superior Court Tuesday alleging the city has broken the law on several fronts in its $448 million downtown arena deal.
The suit, filed by attorneys Patrick Soluri and Jeffrey Anderson, contends the city fraudulently under-valued the size of the subsidy it is providing developers as part of a tentative deal to build a sports and entertainment arena in Downtown Plaza.
The city has said it has agreed to place public assets valued at $258 million into the deal, which has yet to be finalized. The plaintiffs - residents James Cathcart, Julian Camacho and Isaac Gonzalez - contend the subsidy is, by their count, $338 million.
