Hmm. That's horribly ambiguous then. If that's the intention, then the umpire probably missed the call according to the rules.
Always blows my mind how poorly rules can be worded in multi-billion dollar industries like professional sports.
I'm basing it off of the "However" statement that follows it.
Essentially "Interference won't be called if the fielder is obstructed pursuing a ball that over the fence. However, if the fielder is obstructed pursuing a ball that is in the park, then interference will be called"
