2022 Draft thread: 7/17

DeLauter will save 500K to 1M alone and will cover most of Zibin.
Also expect all college picks to be slightly under slot, so they'll probably save another 500K on Campbell, Messick, Lampe, Furman, Lipscomb and Peterson.
I do expect 8th rd Humphries to get well over slot too (450-750K range),
 
I wouldn’t worry about it. Aren’t we allowed to pay a penalty for going five percent over? I’m guessing that 5 percent will cover most of it

I think most, if not all, will sign, as Guardians anticipate. How many times did we not get the top 10 signed and stay under 5% (which is $500,000 on $9.9 mlb pool money)? Penalty for loss of pick is not until 10% (just 75% excess between 5-10%)

I also think most draftees had deals arranged before or just after they were drafted so that the Guardians could go figure out how much $$$ they had left for overslots like that Zibin kid. Only Humphries is left at 8th round and Clark in 16th that I would say are not 100% guaranteed due to being HS players but I think they knew the demands. There were the sophomore kids Furman and Limpscomb which were 4th year players that were not ranked in top 250 range by mlb - so not too high of demands.

And, as Tondo said, we usually save money on our 1st round kids.

I also wonder if some of the top players (1st to 2nd rounders in draft working with well-known agents familiar with each GM) just wait out a few days (or week now) to say we will agree to something in the $2-$2.2 million range but we expect to get the higher amount if it is within 5% limit but will take a haircut if you needed to save money to get everyone in under the penalty limits (works only if agent has a good relationship with GMs).
 
I know there was the 5% cushion in the past but for some reason I thought that cushion was eliminated with the new CBA...

Not a draft guru ... I know they were arguing about how to change it but nothing in these two mlb.com articles says anything changed to penalties when all said and done, unless I overlooked it


But, I do think I misunderstood the penalty pre-2022 (said the 75% tax kicked in at 5% instead of 0-5% which I was questioning myself) but mlb.com says for current taxes

A team that outspends its pool by 0-5 percent pays a 75 percent tax on the overage. At higher thresholds, clubs lose future picks: a first-rounder and a 75 percent tax for surpassing their pool by more than 5 and up to 10 percent; a first- and a second-rounder and a 100 percent tax for more than 10 and up to 15 percent; and two first-rounders and a 100 percent tax for more than 15 percent.


Which is the same as COT explains it in the prior agreements (I just quickly read something from somewhere else and interpreted it wrong - Sorry)

Rule 4 Amateur Draft: The spending pool structure established with the 2012-16 CBA remains in place, with individual bonus slots continuing to increase in line with MLB revenues. Penalties for clubs exceeding the bonus pool are unchanged. A club exceeding the pool by 0-5 percent will pay a 75 percent tax on the overage. A club exceeding the pool by 5-10 percent pays a 75 percent tax and loses its first-round selection in the next Rule 4 draft. A club exceeding the pool by 10-15 percent pays a 100 percent tax and loses its first- and second-round selections in the next Rule 4 draft. A club exceeding the pool by more than 15 percent pays a 100 percent tax and loses its first-round selections in the next two Rule 4 drafts.

 
I heard back from Willie Hood via message.
The 5% overage allowance had been done away with for the drafts in 2020 & 2021 as part of the overall COVID agreements but it is back for 2022...
Willie also thinks CLE signs all 21 picks while staying within it regular bonus pool & does not tap into the 5% overage..

It will be interesting to see how it all plays out..

Nah, pretty sure they've already agreed and it's well under slot. The FO doesn't want the number to be floated in order to not derail other negotiations.

Most of the class will meet for a PR signing day, my guess is Monday when they return home, so the new prospects get a stadium tour and take in the game

They have. Deal was agreed to almost a full week ago.

Usually don't the Guardians wait to do a big signing party in Ariz? I expect things to start to leak out like this. And if most are not playing this summer anyways, I assume Guardians are somewhat in the boat of let your body rest a little from spring/summer ball and then we will indoctrinate you into our pitching/hitting styles come fall/instructional period before going back home for winter (for your at home reps).

 
I came across an interview between an minor league evaluator Jeremy Booth and a Houston sports media commentator where they continue to lament passing up drafting Bo Naylor and selecting Seth Beer one pick prior in the draft. Talent evaluator goes off on Astros and is effusive in his praise of Naylor beginning at the 15:10 mark of the video. The talent evaluator also later praises the Indians selection of Daniel Espino and argued the Astros missed the boat on both guys. Interesting interview, especially for draftniks.
