Do you mean gifs out of movie files? If so, then it depends on if you need it for avatar or just to convert video to gif. Video Avatar is what I use to make animated avatars, as the name requiers It allows you to crop, zoom and resize the image. If you simply need to convert your video file check out VidGif

is there any way that you can make them with Photoshop? I have CS3, I thought I read somewhere that you can make video gifs with it but I am lost when trying to do it.

Click Window.. then check "Animation" .. if you need more help after that.. leave a message.

I guess, with Photoshop you can animate your picture, but not video... and you'll need to be able to draw
