Uh.....Hell yes and hell no. The Cavs likely won't use all four picks to begin with, 2nd rounders often don't even make it through camp, and there's no telling if whoever we take at 24 could be contributor or a conmplete bust. In the NBA, if you can get your hands on a center who you believe is a future all-star and a potential defensive player of the year type guy, you'd absolutely give up 4 picks. That being said, I still think that any trade for the #1 pick would likely involve at least our own pick, #24, AV, and probably taking on a bad contract.
It's unlikely to happen anyway, as I only see two teams that would entertain the idea of trading the #1 pick unless we just completely blew someone away, and that's Washington and Portland (who is a big time longshot). I only say Washington because they could still use an SG and they have Nene at C. Again, it's a longshot and I still think they'd draft Davis, but it the Cavs are at #3 they might consider trading back so they could take Beal. We'd likely have to eat Lewis' contract if that were to happen. Just messing with the trade machine (dumb I know), this would work financially:

Cavs get Davis. Wiz save $3mill this year just by getting rid of Lewis, and they acquire a starting PF that would help them form an extremely tough defensive front court with Nene. They take Beal at #3 as a running mate for Wall and could have an explosive backcourt of Wall, Beal, and Vesely in the future.
Again, I really doubt that Washington would trade the pick. With so many of the teams at the bottom needing a big man, and the best player in the draft being a big that could play PF or C, it's going to be really tough to pry that pick away.
