Local reporters from the streaming video at Max's link just stated body parts and dead people in the area. At least 15 seriously injured. Jesus.
It being at the end of the race indicates pretty clearly it's some kind of terrorist attack. Seems too coincidental. Probably better than at the beginning of the race where the runners would have been packed together. But 15 is still a lot man, and that's just from the first explosion.

The blast was on the sidewalk. It was targeted at the spectators, not the runners.

Overheard on police scanners is that all bomb squad personel has been summoned to the scene. Another device found at a hotel allegedly. Hotel on lockdown.
