Good question. Why?
Because the thing we light at Chanukah is not a menorah, it is a Chanukiah, and is a symbol of Chanukah. There is 8 arms for the 8 days and a 9th arm called a Shamis that is higher or out of place to light the other 8.
The Menorah is just a symbol of Judaism and has 7 all the same level arms. Some say its for the 7 days of the week and the middle is the Shabbat, but really no true reason is known for the 7. The Menorah came about during the first Temple, and has nothing to do with CHanukah. The miracle of Chanukah happened at the 2nd temple and the Chanukiah was invented and borrowed the basic form of a Menorah.
And on a side note, the miracle of the oil burning for 8 days actually never happened and was invented by the Jewish High Priests to have something to celebrate the victory of the Jewish army led by Judah Maccabee, and yes, we used to have Priests.
Man, why do we have to make things so complicated?
