I have him 5th or 6th. Behind Devin Smith, Mike Thomas, Curtis Samuel, and Philly Brown. And I have a tough time deciding between him and Jalin Marshall for 5th.

As a receiver Campbell is better than Marshall. As a overall player though, Marshall was a better hybrid and returner.
