I just don't see what makes an AR-15 supremely more deadly than a handgun in close quarters. Ammunition, I get. But the other biggest benefit, range and accuracy as Stannis pointed out, I just didn't see as a huge advantage for a shooter inside a school. Magazine capacity could help I suppose, but what's to stop a guy just having a bunch of pre loaded 13 round mags? Not like it takes a long time to reload a handgun.
I just don't see why the focus should be on AR-15s and not just guns in general. But the distinction is academic at the end of the day, like Boobie said it would be "a start" if we just got rid of AR-15s from the civilian market, doesn't really solve much though. Maybe it'd be a stepping stone.
It depends on definitions. A school, depending on lay-out, is more medium range and long-range. Classrooms are big and hallways are long. I would not define it as close-quarters. AR-15s are wonderfully adapted for those ranges even without a collapsible stock or 18 inch barrel.
Close quarters is a typical houses's room size. For that I would prefer a shotgun because one's reaction time is so low. This is why our infantry units often have the guy with the shotgun lead the 4-5 man breach-team.
