Urgent Windows 8 network help needed

We use Macs for everything except running our production printers. Those have to use Windows 8. Today when we turned our printers on, one had a problem that we've been unsuccessfully been trying to fix all day.

Web browsers can't load any http pages (port 80), they can load https pages, and ping works.

When we reboot in safe mode, http works. But we can't run our printer in safe mode.

There doesn't appear to be a virus (virus scans so far show nothing)

We cleared caches, checked internet settings, and can't find anything.

Anyone have any ideas what could be wrong? @gourimoko

Did I ever mention I HATE windows?
 
Sounds like a firewall issue, either Windows firewall, if you have it on, or the firewall in the router. Are the Macs all on the same network? And they have no problems? See if Windows firewall is enabled on the machine that doesn't work, and turn it off if it is. If it then works, that's your problem. Then just decide how you want to go about either configuring the firewall so it works, or using something else, or whatever, leave it off if you want.

we turned off the windows firewall and it didn't help (unless we didn't turn it off correctly), this randomly started happening today. Everything on same network, and it all loads in safe mode on this machine. Could something else be running that blocks the port? Is there a command line or something to make sure the windows firewall is completely off?
 
If you turned it off, I'm sure it's off. I don't know of a command line option to do it. I'm just trying to think back to my experience with the half ass network we have at work. These things come up randomly, and I have no idea why. @gourimoko probably knows better. I don't work with this every day. You might have to log into the router and add an exception for port 80 for the IP address of the computer that's acting up. I've done that here years ago, and it fixed a similar problem. As far as security goes, I don't know if that's the right way to go about it, but we don't have anything on our network here that matters anyway, and the boss just wanted it working again. If you do, you may want a second opinion. If nothing else, it will tell you that the problem is with the firewall and that one machine.

To see what's listening or potentially blocking a particular port you can use two commands:

From an Admin Command Line:
1) netstat -o -a -b

2) Or if you prefer a GUI solution, open resmon.exe or just hit the windows key and type "resource manager" .. Click the network tab, then open Listening Ports, and you'll see any applications actively listening on any ports as well as their firewall restrictions.

.. if you're using chrome, you can sort by Image name to see if blocked by the firewall, but I'm assuming you've disabled Windows firewall ENTIRELY to diagnose this problem, right? (check Windows Firewall and Windows Advanced Firewall)

If the computer works fine in safe mode, try setting up a new user on the machine, logging out of the standard user and logging into the new user instance. Based on the fact that it's not a network-wide issue, and doesn't persist in safe mode, then I'm assuming you have some application that's been installed that's blocking or intercepting outbound traffic on port 80.
 
apparently the network driver was corrupted, it's all working now.
