Wouldn't call it cockiness. He was looking for the D to create a turnover. Was a really poor decision.
I disagreed with the decision but I don't know if really poor decision fits. The D did it at the end of half in the Indi game so precedent was there.

There's no justification for it with only 1 timeout left. There's just not. The Bears weren't going to pass without gaining a first down.

The Bears ran the ball on 1st and 10 from the 5 with 0:59 seconds left. They gained 3 and the Browns called their final timeout.

The Bears then ran the ball again on 2nd and 7 with 55 seconds left. Let's say the Browns stuff that run for nothing... then the clock runs down to under 15 seconds and the Bears can just kneel down or run it up the gut again and end the half.
