So far I'm seeing:
No changes in active roster size. Still 25. No change to September roster expansions either.
Luxury tax threshold rises from 189 million to 195 million next year.
Declined QO players is still the cloudy one. Seen complete removal in exchange for an International draft, loss of spots for revenue teams/no loss of pick for non-revenue teams, and a 50 million+ dollar deal exception that would remove the draft pick cost completely.

This could absolutely crush the guys who refused QO's this year, as the current rules will still be in place through this free agency period.
Other than that, I think it's a slight improvement to the current system in this regard.

Dexter Fowlers market is apparently the Giants, Cardinals, and Blue Jays...at 18 million a year...hahahaha
