Who knows the rules ... but notice ... when Chang went on COVID -- Pilkington was his replacement (remembered he was optioned and recalled on same day). Then we had all those 3 guys go on COVID and Tully, McCarty and Santos came up on for (Quantrill, Miller and Castro). Pilk went down on 24th and Miller came off. McCarty went down on 25th and Palacios came up. Castro was optioned on May 2nd (Palacios and Santos stayed up) but Allen and Bradley were designated). We lost Allen and Bradley passed through to get us to 26 guys. We sat at 39 on 40 man - so I thought Santos was officially on 40 man for Castro coming off COVID.
Santos today was re-assigned (so off the 40 without waivers due to COVID - yet he wasn't Chang's replacement). Thus, Chang is technically still on COVID. Each time someone comes up for COVID ... it is technically a selection off the 40 man. Now for 4 people on COVID, we have technically sent Tully, McCarty and Santos off the 40-man (as Palacios and Pilk were on 40 man and stayed on).
Can we do it again when Chang comes up with McCarty? I don't know. Just assumed it was why they brought him up ... as I hate to lose him for nothing. But, if it happens no big loss (just a key guy to call up if there is another COVID issue later in season). Yet, he isn't long for Cleveland as they seem to like Castro, Santos and Pilk better (up longer) and today was just to fill-in in case Pilk got run out early to save Pen for Chicago.
