It's been a week or so since this thread was active, and a number of names have come off this list, so I thought it'd be worth revisiting...Especially with the Powe and Joe (Smith) situations currently in limbo...I wouldn't be overly surprised to see either situation come to resolution within the next few days, but also wouldn't be surprised to see either or both situations drag on for several more weeks, or even longer...
Looking mainly at the options at the bigs, since almost everyone agrees that a big of some sort, particularly someone who can play PF, is the team's greatest need.
The following bigs are now gone:
Hak Warrick
Shelden Williams (signed with Boston for minimum)
Drew Gooden
Ike Diogu
Ryan Hollins
Theo Ratliff
He wasn't really discussed in this thread and hardly fits the description of a PF, but we can just about remove Linas Kleiza's name from the list as he seems poised to sign a two year $10m deal with Olympiakos. The Cavs could offer 2 years for $4m, but as others have pointed out, there's little point with Moon now on the roster.
Of the names people have mentioned as even outside possibilities, the following names are still on the board, to my knowledge.
Adonal Foyle (I did see rumblings of some interest somewhere, not the Magic)
Mikki Moore
Steve Novak
Rob Kurz
James Singleton
Glen Big Baby Davis
Othello Hunter (mainly mentioned by RCF posters because of his OSU ties, I think)
Of these five, Novak and Kurz (especially Kurz) have been linked to the Cavs this FA season. So has Davis (sort of).
I am sort of surprised that James Singleton's name hasn't been mentioned a bit more in this forum, given that virtually every player in the NBA has been mentioned and discussed at some point. I suppose he is unlikely because he is a restricted FA with the Mavs, and Cuban probably wouldn't want to lose him just out of principal, and because he has already lost Brandon Bass.

The Dallas Morning News reports that James Singleton is likely to return to the Mavericks next season, though so far "nothing is official."
Singleton would be a nice addition to the Mavs' bench, giving them a physical defender and rebounder behind forwards Dirk Nowitzki, Drew Gooden, and Tim Thomas. He has bulked up this summer but will probably be lucky to match last season's 14.3 minutes per game.
The Mavs have lost Bass and Hollins (who wasn't in their rotation), and have added Gooden and Tim Thomas. I don't know, maybe they'd feel that Singleton wouldn't be worth it if the Cavs offered him the BAE. Maybe no one in this forum thinks he is worth it. He is undersized as a PF at a listed 6-8, but he is a tough rebounder and is athletic. Really, he'd be no worse than Hak Warrick defending the low post, would he? The Mavs also have plenty of other bigs with guaranteed contracts on their team -- in addition to Dirk and Dampier, they also have Nathan Jawai and Shawne Williams. I know, not exactly world beaters, but they are both young and would be their 5 and 6 bigs on the depth chart and have guaranteed contracts through 2010. And that's not even counting Shawn Marion who will likely play a lot of PF, with Dirk moving over to C in small ball. In the depth chart, Singleton would be behind Dirk, Gooden, Thomas, and Marion at PF (I realize they seem to want Gooden to play some center).
Anyway, just a thought...Powe, if healthy, is clearly more accomplished and a better player, but in my opinion that remains a big if. And as for Joe Smith...Well, at beginning of the FA season, taking into consideration likely cost and fit on the team, I thought that Joe was as good as anyone we would realistically be able to get at PF. So if we are able to get him on terms that we want, I will be glad to have him on the team.
That said, Singleton is pretty tough, he's a 28 year old veteran, doesn't duplicate JJ in what he brings to the table, has been productive with Dallas and LA Clippers (a 16.45 PER last year with the Mavs), and has a better shot than he gets credit for. He's also a bit of a fan favorite in Dallas.
