My guess is Peyton gets brought in as a special advisor to Jimmy and is paid to just observe and make suggestions here and there for a year.

Hue will also get told to bring in a proper OC to call plays so he can focus on big picture stuff.

If everything goes to shit then they clean house and Peyton is made king and allowed to pick his staff.

To me it just depends on what Peyton would do if he took the gig.

But if this team is 0-16? You can't really justify another year with Hue. That's automatic firing.

Peyton isn’t coming to be an advisor. I’m sure he could be an advisor on any team in the league. It would take being president of football ops day one for him to come here. We really have no leverage.

IF Payton comes to Cleveland, which I'm skeptical about anyway, it would be for full control and a slice of ownership.

This smells like Sean Payton to me. He has been rumored to be looking for other options before. But also the way that tweet is worded could lead me to ol' Jimmy Harbaugh... Not dominating at scUM like he thought he'd be by now.
