There's situations where a trade down/massive trade is warranted.
I think, for example if the 1999 Browns would have taken what Mike Ditka was offering in 1999 for Ricky Williams? That would have been a good move. This is considering how badly the NFL dicked them over expansion draft wise among other things.
I think that what we saw in 2009, 2011, 2014, and 2016 have been "mistakes". It's far better to take the "blue chippers" you can nab there than it would be to pretend you're the New England Patriots, then outsmart the rest of the rest of the league.
But the entire idea of the strategy is that you can't outsmart the league, that you don't have some special ability to select only good players with your picks, and so the best way to accumulate the most talent is to have the most picks.
