Top 4 is crazy.

Might have been the Shaq draft or year before/after it, but Orlando once moved up from 11 to 1. At the time, 11 was the very last pick of the lottery. The odds were 1.52%

Cavs odds of moving from 14 to 1 are .5%

The 7-10 slot seems to happen often. It would just be beyond insane to not see our Card turn over at 14.
