Well, it's not a yes or know answer unless you're able to directly quantify the impact of their targeted fake news. Since that is impossible, we'll simply never be able to know for sure.
This should be irrelevant.
Russia doesn't get to make any impact on our election process and get rewarded and/or a flat denial of the intelligence community's own assessment of their involvement.
That doesn't get to happen without repercussions, not the reversing of some of those repercussions put in place by the previous administration.
You don't just let it go if you can't reasonably determine whether or not it altered the outcome.
